BUSINESS: Refinery Valves - DeltaValve


DIRECT REPORTING: Director of Operations/GM




Position Summary

The primary purpose of the Manager, Proposals is to develop a winning proposal to promote, market and sell delayed coking and ethylene furnace equipment. Leads and conducts proposal & project budget preparation and pre-contract technical and commercial data collection. Ensures an efficient sales opportunity transfer to operations upon submittal of purchase order acknowledgment to the buyer.


Principal Activities

  • Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements
  • Responds to inquiries regarding contract obligations and revisions
  • Analyzes estimates of material, equipment and production cost
  • Maintains an accurate cost sheet for all products and sourcing centers
  • Maintains appropriate records and documentation; tracks, monitors, and reports data to support proposal development
  • Supports strategy sales discussions
  • Attends and participates in weekly sales calls
  • Attends and participates in SIOP meetings
  • Maintains a detailed quote dashboard
  • Reviews and acknowledges purchase orders
  • Reviews specifications and other buyer documentation in order to coordinate all support activities
  • Supports work in contract negotiations and bid clarification
  • Oversees the proposal team, working with intercompany management to identify and assign key proposal leaders and allocate proposal personnel and resources
  • Prepares status reports for management; prepares, presents, conducts, and participates in reviews at all stages in the proposal
  • Acts as liaison with all internal departments and department leads to generate a comprehensive and timely response to all customer inquiries and Request for Quotations (RFQs)
  • Researches historical customer data, costing and other terms both technical and commercial
  • Ensures all assigned reports and costing in CRM are maintained accurately
  • Uncovers strategic ways to maintain DeltaValve’s competitive advantage
  • Ensures profitability is maintained on each proposal
  • Executes to business plan initiatives
  • Participates actively in company sponsored training sessions, sales meetings and divisional functions
  • Other duties as assigned

Job Requirements


Knowledge Skills & Abilities

  • Confidence in the delivery of proposals and project budgets
  • Extremely proficient in business applications, specifically CRM and ERP systems
  • Experience working with a sales team to execute to a sales plan
  • Has developed very strong skills and good leadership skills
  • Has strong skillset in Microsoft Office Suite, most especially Excel
  • Has worked with an international and experienced outside sales teams
  • Has industry knowledge
  • Demonstrates and drives for continual improvement of the DeltaValve quality system
  • Takes personal ownership to create winning proposals
  • Ability to maximize profit margins without compromising the business opportunity
  • Strives to improve education, skills and knowledge to improve/maintain DeltaValve’s position as an industry leader

Education & Experience

Requires a Bachelor Degree in Business, Industrial Management or Mechanical Engineering, or a combination of education and experience. MBA preferred.


Minimum 10 years inside sales and proposals experience, preferably within the Oil & Gas Industry. Experienced in leading a team, and qualifying technical equipment requisitions and developing solutions. Must have excellent communication and interpersonal skills. Must combine a strong personality with a positive, team-oriented attitude.
