POSITION DETAILS

 

Position Summary

The Environmental, Health and Safety Specialist is a key member of the CIRCOR Energy Refinery Valves (US) and Service Center EH&S Team. The EH&S Specialist will have multi-site responsibilities in the Houston Area under the direction of the CFS Houston-Operations EH&S Manager and will be based at the Houston Service Center. This position will ensure all required environmental, health and safety activities are accomplished as required by regulatory or policy requirements.  Additionally, this position will help support the new facility construction and equipment installation process, including limited project management and oversight for contractors. This position reports directly to the CFS Houston-Operations EH&S Manager with a dotted line to the Functional Leader - Corporate EH&S Director.

 

Principal Activities

  • Maintain the EH&S Management System, including the deployment of EH&S programs and procedures to ensure compliance with federal, state, and local regulations and guidelines; CIRCOR Corporate EH&S policies, procedures, initiatives; and Industry Best Practices.
  • Ensure compliance with the EH&S Program by all site personnel, visitors and contractors through appropriate awareness level and task-specific training
  • Participate on the Site EH&S Council in support of the EH&S Management System and serve as a technical resource to local management as the EH&S Specialist.
  • Work closely with the EH&S Manager and Site Leadership to ensure continual improvement and compliance with all EH&S activities in support of the EH&S Management System.
  • Participate in Site Audits & Inspections, Risk Assessments, and Incident Investigations to ensure compliance with regulatory requirements, prevent the escalation and occurrence of injuries, identify potential risks, and ensure the timely close out of corrective and preventative actions.
  • Audit the quality of incident investigations to ensure appropriate root cause and mistake proof solutions are implemented throughout the facility. Advise the leadership team and line management on corrective action and hazard mitigation. Participate in site investigations, as required.
  • Coordinate and facilitate the completion of hazard assessments, including but not limited to PPE, ergonomic, machine guarding, confined space, fall protection, and process risk assessments.
  • Facilitate and manage the Site Security Process, Security Plan, and Emergency Planning and Response Process.
    • Provide regulatory and practical training, as applicable through the development and implementation of a Training and Education Plan. Create new training materials, as required. Train supervisors regarding their EH&S responsibilities, the recognition of hazards and risks, and completion of incident investigations.
    • Maintain and facilitate the Site’s EH&S Management of Change process. Support the evaluation of EH&S impacts to the facility, employees, and permits prior to the implementation of change.
    • Provide oversight for contractor safety management and contractor installation of equipment.
    • Serve as a Contractor Coordinator and interim Facility Contractor Administrator during new Houston Office Relocation and Service Center Construction Project.

  Education & Experience

  • Bachelor’s degree in Safety, EH&S, Engineering, or technical field preferred.
  • Minimum 2-5 years of environmental, health and safety management experience. This position is approximately 75% safety and 25% environmental.
  • Preferred candidate should have experience in industrial manufacturing (machining or metal working preferred) with strong working knowledge of fire safety, welding, electrical safety / LOTO, machine guarding, mechanical ventilation, high pressure testing, and ergonomics.
  • Thorough knowledge of federal, state, and local laws and regulations pertaining to safety, health, and environmental programs.
  • Must have experience developing, implementing and managing EH&S plans and programs.
  • Experience in construction, contractor management, and/or project management strongly desired but not required.
